Foreign Office, August 3, 1917. I AM directed by Mr. Secretary Balfour, with reference to Mr. Delevingne's letter to Mr. Lyons of the 28th June, to transmit to you herewith, for the information of Secretary Sir George Cave, a copy of telegram No. 339, dated the 26th June, from His Majesty's Chargé d'Affaires at Peking, also of despatch No. 172, dated the 9th June, from Mr. Alston, with a despatch to him from His Majesty's consul at Dairen, all relative to the proposed restrictions on the export of morphia, &c., from Great Britain to Japan.

Mr. Balfour has not yet requested Sir George Cave to enforce these restrictions, a he has not yet received any intimation from Sir C. Greene of the attitude adopted towards them by the Japanese Government, but it is desirable for political reasons that there should be no appearance of differentiating against Japan. Mr. Balfour would therefore be glad to receive Sir George Cave's observations on the desirability of restricting the export of morphia, &c., to China and to any other countries besides Japan which may be re-exporting these drugs to China, at the same time that their export to Japan is restricted.
